1.) He got control over the people by manipulating them and making them be afraid.

2.) He prioritized the Aryan race... he wanted to make them the only race in the world.

3.) He also played the "blame-game" meaning that he blamed the Jews for all of their losses in WW1, all of the people of Germany were already butt hurt about this, so he just blamed it on the Jews. This manipulated all of the German people.

4.) I would say his MOST POWERFUL step was dictatorship. Once having all of the people's votes in Germany, that's when he started going, I guess. First, he took away everyone's guns so that they couldn't defend themselves, then, he made a bunch of meaningless rules.  Once in power, he could pretty much do whatever he wanted to whoever he wanted...
