Answer: The new Corazon Aquino Administration gave strong emphasis and concern for civil liberties and human rights, and peace talks with communist insurgents and Muslim secessionists.  

Ramos saw an opportunity to improve services by privatizing, but failed to put in place strong measures against abuse.

He also deregulated oil, sold Petron that used to be how the government controlled oil prices, started the ball rolling on privatizing government services which caused prices to skyrocket later on.
