I think it might be A. Only because why else would they? I don't think it would be protesting because they were in a fright and would stay in their own comfort of their homes. I don't think it's be for them to clear land to grow. Why would they burn the houses down then? They could remove the weeds in the plains to grow more food. It could also be C only because they'd be upset at the church's inability to actually stop and end the plague. I'd say it's in between A and C.
