America currently had the Articles of Confederation in charge, but it was a weak form of government, Ex. Shay's Rebellion, which led people to think that a stronger government may be needed. The Federalist Papers were created to convince and persuade the states and the people to agree in order to proceed to establish the Constitution. Then the states and the people wanted a Bill of Rights and the Bill of Rights was the first ten amendments to the Constitution.  To amend means to change.
